We draft primary and subordinate instruments for data protection, cybersecurity, AI, telecommunications and interoperability. We benchmark them clause by clause against international practice and check each obligation against the systems that will have to carry it.

National and enterprise AI programmes that are ambitious and auditable.

We write AI strategies and risk-classification regimes, design regulatory sandboxes and procurement rules for public-sector AI, and test the models themselves. That includes adversarial red-teaming, hallucination benchmarks and evaluation in languages most vendors never test.

Cybersecurity & Information Assurance

Assessments that end in a prioritised roadmap, not a list of findings.

We run organisation-wide assessments across hardware, software, data and process. This covers CIA-based risk analysis, threat modelling, vulnerability scanning and penetration testing, and review of the security architecture of citizen-facing platforms. Every assessment ends in a sequenced remediation plan leadership can fund.

Systems Architecture & Software Engineering

Architects who stay through delivery, and build it when that is faster.

Citizen hotlines and case systems, government portals, mobile apps, multilingual commerce platforms, data products. We act as system architect on the client's side of the table, or we design, build and hand over the system ourselves, with documentation the next team can run.

Data, Analytics & Public Intelligence

Turning scattered official records into live, defensible evidence.

We build pipelines that collect, validate and publish data on a schedule: energy supply, census indicators, labour migration, crime, legislation. We structure decades of scanned archives into analysis-ready datasets, and design dashboards for ministers, regulators and journalists.

Licensing, interconnection and networks: the policy and the engineering.

We analyse licensing regimes and market structure, and review interconnection, spectrum, fibre and satellite policy. On the engineering side we produce utility network documentation and run load, supply and generation analytics. The same team reads the regulation and the single-line diagram.

AI that can hear, read and write the languages people actually use.

Speech recognition, text-to-speech, OCR, machine translation, keyboards and transliteration for under-resourced and indigenous languages. We handle the full chain, from consent-based data collection and annotation protocols through to shipped tools.

Diagnostics, programme design and people who can run what is built.

We run governance diagnostics and reviews of procurement and recruitment, and handle sensitive testimony with duty of care. We restructure large technology programmes, write ToRs and donor proposals, and train the officials and teams who will own the result.
